What is a Precinct Chair?

Every county in Texas is divided into small geographic regions called "precincts". You can think of a precinct as a neighborhood.

Every precinct is assigned a number to uniquely identify the precinct. There are 798 total precincts in Dallas County, and Dallas County has a population of 2,656,000. So in Dallas County there are approximately 3300 people per precinct (on average). Precincts across the state vary in geographic size and population density.

A "Precinct Chair" (PC) is an entry-level, unpaid, officer position within the Democratic Party. It is also the most important grassroots leadership role in the party, but we have many unfilled PC positions across the state. The PC is the local leader for the Democratic Party in your neighborhood.

A Big Challenge for the 2026 Midterms

Unfortunately most neighborhoods in Texas currently DO NOT currently have a Precinct Chair. This lack of local community leadership is one of the main causes of low voter turnout in Texas.

The map shows the current precinct boundaries in Dallas county. The areas in BLUE currently have a Democratic Party Precinct Chair, the areas in WHITE do not currently have a precinct chair. If you live in a white area on the map, please consider becoming a precinct chair. Click on the map to zoom in on your precinct.

As you can see, we need more Democratic Precinct Chairs in Dallas County. Please consider becoming a Precinct Chair for your precinct, or consider becoming a Foster Chair for a precinct near you that has no current chair.

What does a Precinct Chair do?

A Precinct Chair has 2 main responsibilities:

  1. Grassroots organization in the community, which is about 90% of the job. This includes registering voters, block walking, phone banking, training, and hosting events.

  2. Conducting official party business as a member of the County Executive Committee (CEC), which is about 10% of the job

A Precinct Chair is the official party representative for a neighborhood. As such, the main responsibility of the PC is to help increase voter turnout for Democrats in the precinct. 

A successful PC ensures your neighbors have answers to the following questions:

  • How to register to vote?

  • Where to vote?

  • When to vote?

  • Who are the candidates?

  • What are the issues?

  • How to request a mail-in ballot?

  • How to get involved?

A Precinct Chair accomplishes this by participating in the following activities with neighbors in your precinct:

  • Block walks - meeting your neighbors (some PCs prefer this to phone banking)

  • Phone banking - calling your neighbors (some PCs prefer this to block walks)

  • Hosting meetups

  • Conducting education/training

  • Helping people get to the polling location on election day

  • ...or anything else you can think of to promote voter engagement and turnout in your community

An effective PC makes a significant difference in voter engagement and turnout. As such, Precinct Chairs are supported by your county party:

  • PCs are provided formal training by the party

  • PCs are given access to a mobile application that shows which houses in your neighborhood have historically voted for or donated to Democrats. This app is accessible from your phone during your block walks. Use this intel to recruit volunteers.

  • A PC can request volunteers from the county party to help with block walking, phone banking, or helping with meetups organized by the PC.

  • PCs support other PCs in neighboring precincts. These local PC support networks are facilitated by the local clubs and the county party. 

What is a Foster Chair?

If a precinct near you does not have a Precinct Chair, you can adopt” a neighboring precinct and become their Foster Chair. A Foster Chair is like a Precinct Chair, except that the Foster Chair does not live in the Precinct they serve.

A Foster Chair does everything a regular Precinct Chair does, except a Foster Chair does not vote on internal party business.

One of the goals of a Foster Chair can be to find and recruit a permanent Foster Chair from the precinct. This is how we help grow the grassroots leadership infrastructure of the party.
